Hong Kong's Secretary for Education, Christine Choi, has pushed back against calls for outright bans on digital devices in schools, arguing that students need to learn how to use technology responsibly rather than be disconnected from it. Her comments come as the city rolls out a new blueprint to integrate artificial intelligence and digital tools into classrooms.
Speaking at an education forum, Choi said that simply banning smartphones or tablets would hinder learning in a world where digital literacy is essential. "We cannot prepare students for the future by pretending technology does not exist," she stated. "The goal is to teach them mastery, not avoidance."
The Education Bureau's new plan outlines steps to embed AI tools, coding, and data analysis into the curriculum from primary school onward. Schools will receive funding for hardware and teacher training, with a focus on ethical use of technology. Choi emphasized that the initiative aims to close the digital divide, ensuring that students from all backgrounds gain the skills needed for emerging industries.
Critics have raised concerns about screen time and distraction, but Choi argued that structured guidance is more effective than prohibition. "A blanket ban is a short-term solution," she said. "We need to equip students with self-discipline and critical thinking so they can navigate the digital world safely."
The blueprint also includes guidelines for schools to develop their own policies on device use, balancing digital learning with traditional teaching methods. Pilot programs are expected to begin in the next academic year, with full implementation phased in over three years.
