A leaked draft document from Houston ISD has sparked concern among parents, revealing a major overhaul planned for some special education students next school year. The proposal includes creating designated "Success Program" campuses, which could mean school transfers for certain families. It also outlines smaller classroom caps and expanded staffing support. District leaders insist the changes are designed to improve instructional quality, not to cut services or funding.
But many parents are not convinced. At a recent meeting, several voiced strong opposition, with one parent telling officials, "Don't move kids." The fear is that forcing students into specific campuses could disrupt their routines and support networks. Parents worry that the plan, while presented as an improvement, might actually limit choices for families who have fought hard for the right settings for their children.
HISD officials have not released the draft publicly, but they say the goal is to ensure that special education students receive more focused, high-quality instruction. They emphasize that no services or funding will be reduced under the new model. Still, the lack of clear communication has fueled anxiety. Many parents are demanding more transparency and a chance to give input before any final decisions are made. The district has promised to hold additional community meetings to address concerns.
