Pennsylvania Weighs Federal Education Tax Credit Program

Pennsylvania has not yet signed on to a new federal education tax credit program set to launch on January 1, 2027. The Federal Scholarship Tax Credit initiative, sometimes called the Educational Opportunity Credit, would let taxpayers redirect a portion of their state tax liability to fund private school scholarships. But state lawmakers have not moved to pass the enabling legislation needed to make it available to residents.

The program works like this: businesses and individuals can claim a credit against their federal taxes for donations made to state-approved scholarship organizations. Those groups then award grants to families who want to send their children to private or parochial schools. Supporters say it gives low- and middle-income families more choices, especially in districts with struggling public schools.

Opponents argue it drains money from public education and lacks accountability. They point out that private schools do not have to follow the same testing, teacher certification, or open enrollment rules as public schools. There is also concern that the credit could mostly benefit wealthier families who already pay private tuition.

State officials have not given a clear timeline for a decision. Some legislative committees have held informal discussions, but no bill has been introduced in either chamber. With the federal start date less than two years away, advocates on both sides are watching closely. If Pennsylvania does not act, families here will miss out on the credit for at least the first year. Lawmakers could still pass a measure in 2026, but the window is narrowing. For now, the state remains a holdout among several others that have already moved forward.
