A legislative proposal in Connecticut that would require a child welfare review before a student is withdrawn for homeschooling has hit a significant administrative roadblock. The State Department of Education has formally stated it cannot comply with the mechanism outlined in the bill.
The controversial measure aims to create a formal link between the homeschooling process and the Department of Children and Families (DCF). Under the proposal, schools would be mandated to notify DCF whenever a parent pulls a child out to homeschool, triggering an assessment for potential educational neglect. Proponents argue it is a vital safety net for at-risk children who might otherwise disappear from official oversight.
However, the Education Department has clarified it lacks the legal authority and administrative framework to systematically process these notifications or compel schools to do so. This declaration presents a substantial hurdle for the bill's proponents, as the agency central to its execution says the current language is unworkable. The debate continues as lawmakers must now consider if the bill can be amended to address these operational concerns while still achieving its stated goal of protecting child welfare.
